Non-profit worker Kelsey Schwarz wears a cute H&M high-waisted pencil skirt with a thrift tank and shoes, a bag from Brooklyn Industries and shades from St. Marks.

"I'm the tattooed librarian. I've always worn high-waisted things. It's more interesting that way, and I like short things, and they're allowed to be a lot shorter that way!"
